The Association
The Pennsylvania State Association of Boroughs (PSAB) is a nonprofit/nonpartisan association operated by the boroughs of the Commonwealth to promote effective local government practices and initiatives. In 1911, Mr. Chrostwaite created the organization to aggregate political strength from borough delegates to influence the public policymaking arena. By 1915, Governor Brumbaugh signed Act 392, formally granting legal recognition to PSAB as the single organization authorized to represent the boroughs of Pennsylvania.
